98 only has one. The temp gauge gets its clue from the PCM via the communications bus. If all the other gauges are working, then the com bus is working. I would be tempted to plug in with a scanner, and see what temp the PCM thinks the engine is.....
Unfortunately I do not have a very expensive scanner.... I should invest in one at some point.
hnestly id replace the termometer it might be stuck open i have a 160 and it wont even get to operating temp especially when its cold outside it will not get warm so your best bet is to replace the thermostat it might just be stuck and constantly cooling

It is such a pain to get my hands down in there I hope I don’t have to replace it...
I’ve never changed it. It looks like an *** to get down in there and change it.
it is. Moving the a/c compressor, alternator, and that big bracket out of the way makes life easier. Makes the job faster as well, as you aren't fighting with as much stuff in the way. It *can* be done without pulling that stuff, but, it isn't any fun that way.
