First time inspecting parking brake, is this normal?

Except that those cable clamps are wrong way around. Never saddle a dead horse they say. And I would've used more that one clamp/side. After all, it's a brake system.

Yeah, that's the best way to do it. Just don't loose the parts that are on the two last photos, they don't come with the cables.

I guys if you want to be technical but personally I'd run it. Heck only 3 out of my 12 vehicles have a working parking brake.

I wouldn't be surprised if you don't need new shoes in the rear. This was probably done to get it threw inspection since there is only one adjusting screw for the e brake and it's maxed out.
