i looked at LMC about dash pad differences. the dash is the same from 94-97 and from 98-01 in the 1500 and 02 in the 2500 3500 trucks.
so my guess is YES it must have changed in 98 with the new dash pads and slightly different windshields.
i worked at a GM dealer bodyshop in 96 when your suburban was new. i can't guarantee this but it thought GM's had their vin tags riveted to the body like my truck.
