so my guess is YES it must have changed in 98 with the new dash pads and slightly different windshields.

i worked at a GM dealer bodyshop in 96 when your suburban was new. i can't guarantee this but it thought GM's had their vin tags riveted to the body like my truck.
I can tell you that my 96, 01, and 98 parts trucks are all riveted to the dash. I can also confirm that my 69 Charger and 86 Power Rsm are riveted to the dash frame.

Don't have pics but I can assure you they are because I sold the dashes and there is no VIN in the window anymore
