Update: I tested the fuel pressure and it was about 30 with the key on engine off, key in the run position, and a bit over 50 with the engine on. Now interestingly I was having trouble getting my fuel pressure tester to read so for some reason I just decided to push in the schrader valve and a good amount of air came out. Now it does start fine if you start it one time after the other so I didn't get to test if this was making crank for so long. However I did check the idle and it seemed good for a bit, only a tiny bit rough, and then it start to get bad again. I'm gonna wait till it stops storming out and check for air in the fuel rail again. Any ideas what could cause this?

That is a good question. In order for air to get in there, the pump needs to put it in there. The only time I thought the pump could actually suck air, was when you were out of gas.......

Possibly. Throw some in there, and see if anything improves.

I had a bad gas cap that caused idle problems once. not on a dodge truck though.
