Default 318 Computer/ECU

I was planning on doing a 408 strocker on a 95 dodge ram 1500 and i was wondering if the stock 318 computer are able to be dyno tuned?

Correct. 95 is OBDI, therefore, not flash programmable. If you want to go 408, you are going to need to update the electronics. Could use 96-97 PCM, and engine/dash harness. Those are actually programmable. Or, go with some variety of aftermarket controller, or, just go carb.

I couldn't remember if the Performance PCM could be, and I thought sometime said a company does it. But hey at least I was right

Nope, the Mopar performance PCM was still OBDI, so, not easily programmable. B&G used to do tuning for OBDI, but, apparently, they have gotten out of that line of work.

There is still a rather healthy tuning community for the GM OBDI computers...... Unfortunately, I think adapting something like that would be more expensive than just buying an aftermarket solution.

I only ever owned one OBDl vehicle, so don't know to to much. I did know the computer couldn't "see" as much as OBDll

How would i go about swapping a fuel injection 408 to a carb

On the 95, it's actually easy.... Just get rid of the computer, and associated wiring. Leave the wiring for the gauges and such, and get an ignition system from an older LA engine. Swap the distributor and such, and down the road you go.
