Cam sensor only changes state once per crankshaft revolution. You may just not in quite the right spot. Really helps to have a scanner to set it.... But, for the base setting, procedure is in the service manual, in Engine section, under distributor R&R. If you don't have a service manual for your truck yet, get one from here.

I had a similar problem on my 94' Magnum 360. The Hall effect sensors have a ~ 5 volt signal from the computer that is brought low when the coil in the sensor builds up enough of a magnetic field (might be the other way around). The coil has it's own power and ground. Make sure your grounds are all ok and present. Check the power to the hall effect sensor coil and it's associated ground. On mine the power from the computer to the sensor coils is 8 volts. The 8 volt supplied the crank. cam, and vehicle speed sensors. The crank sensor on mine was over the transmission Flex plate and the VSS is on the tail of the transmission. Since you said those were just played with, (transmission work), I would check those wires, connectors, and sensors to make sure they were not damaged. In my case the 8 volt supplied from the computer had failed on a newly refurbished Engine Computer. If you are not getting the 8 volt supply or it is low, rule out the other sensors by disconnecting them temporarily to see if voltage comes back up. You can also check the cam sensor by removing it without disconnecting it and placing a screw driver near the sensor head to see if it changes.
