The vacuum system for the 4x4 is dead simple. It either works.... or it doesn't. There is a nice troubleshooting guide for it here. Check it out.

Well, it used to be a good link, doesn't appear to be working at the moment.....

Basically, there are four lines:

White: Vacuum supply from the intake, from the bag o' snakes on the passenger side of the intake.
Green: Vent line from the switch on the t-case.
Red/Black: these lines go to the CAD on the front axle. Apply vacuum to one side or the other to engage/disengage the CAD. (central axle disconnect.)

You are pretty much just chasing vacuum. If you have a leak somewhere, that will compromise the system. There are metal lines that run along the frame, that like to rust out, and break. (or, fill with water, and freeze, at the last opportune time......)

Start the engine, pull the connector off at the front axle, got vacuum on either side? (probably not....) Drop it into 4x4, check again. (still probably not.) The plastic lines get brittle with age, and break WAY to easy...... gonna have to start following lines. They all meet at the vacuum switch on the t-case, just above where the shift linkage hits it. The connector is keyed, so it supposedly only goes on one way...... but, it's difficult to reach, and even harder to see.

I was wondering if the actuator was bad but idk how to tell how can I check vacuum without a gage? And would it be easier to replace the vacuum thing on the t case?

Just stick your finger on it. Should have manifold vacuum. (around 20" hg at idle.)
