Cool 1998 Dodge Ram 1500 Turns over not starting

Now when I turn the key on all the lights and bells and meters do their thing and i can start the truck, now when I turn on the key the lights and bells go on but the meters move a centimeter but not on like usual, they usually go all the way then return to where they are supposed to be at like the ammeter doesn't go to 14v like normal, I heard something zap when I turned the key on and that's when I noticed the meters not doing their check and engine will turn but won't start, I checked all the fuses and relays all good, fuel pump has always been quiet and can hear it when i open the fuel cap

Try taking they key out. Lock the driver door. Then from the outside unlock the door with the key a few times. Sounds like the anti theft to me.

No. It's there for a reason, and the PCM isn't energizing it for a reason. Need to find out why. Might just be a bad relay. Swap it with the horn relay, see if anything changes.

That is not how it is supposed to work, I'm guessing you are missing permanent power to the cluster. That should not cause a no-start though. What voltage do you have at fuse 17 in the inside fuse panel with ignition on/during cranking ? The ignition switch might be suspect.

That would be a problem..... check fuses in the fuse block on the side of the dash as well.
