46RE Odd transmission issues

I just joined the forum but have been lurking for some time. So the back story of my truck. I bought it for $100 because the previous owner (Coworker of mine) had blown the motor. 3 days after he bought it for $800 from someone I didn't know. Either way I bought a used motor from a 96' dodge for $250. The motor that was in the truck was a 5.9 magnum with the 46RE. The motor I bought was also a 5.9 that had the 46RE but from a 96'. I got the PCM and the rest of the wiring harness with that motor. Anyways I installed the motor and everything went smooth except for I used the 97' intake manifold, the 97 throttle body and the 96 harness with the 96 PCM. Either way first start the truck started. I drove it up and down the road then I got an engine light for P1765 (Transmission Relay Volt Relay Circuit - Open or shorted). So I replaced the relay, cleared the code and drove again. The same code came back along with P0748 (Gov Pressure Solenoid Circuit - Open or Shorted), P0743 (TCC Solenoid Circuit - Open or Shorted) and P0753 (Transmission 3-4 Solenoid Circuit). But I had just drove less than 5 miles when the first code popped up. I had driven 30 miles when the other codes popped up. Not sure if the relay is related or not for those codes.. From there I started looking for a broken wire or a shorted wire and didn't find any breaks on the wire or bare wire etc. So I then went down to the transmission and disconnected every connector, cleaned, dielectric greased then reinstalled making sure they were on correctly. Along with I replaced the 96' PCM with the 97' PCM. Drove truck for 30 mins and the P0748,P0743 and P0753 codes are gone, but code P1765 came back. So out comes the high tech snap-on scanner to test the trans relay. With the scanner I could get it to click on and off. showing the relay is good along with the wiring to the relay. So my next thing to do was to drive the truck and using live data on the scanner to watch the transmission. From the data I saw the transmission shift from 1-4 and that the torque converter locked up and would turn off like normal. The overdrive would kick on when in 4th gear and off again as needed when going slower. But when driving the truck I don't feel it shift at all. But the scanner is showing its shifting and working as it should. Only thing that is still wrong is that the scanner is also saying the trans relay is off. Even though the transmission is running as it should based on the scanner. Using the scanner again with live data it shows the trans shifted from 1-4 properly, the torque converter would lock up and the overdrive would kick on. At 60 MPH the trans is running at 2500 RPM with the scanner saying it is overdrive and the converter is locked up. But when I click the overdrive off button not much changes, the RPM jumps up a little 200-300 rpm and the trans doesn't shift to 3rd like it should I would think. And another thing I have noticed is when taking off from a dead stop in D (drive) the truck feels very sluggish until it starts moving say 15 mph. But if I put the trans in 1 (Manually) then shift up to D at about 15 MPH the truck doesn't feel as sluggish. I'm confused on where to go next. As the scanner is showing the transmission is working as it should but when driving it, it doesn't feel like it is running exactly how it should be. But since changing the PCM to the 97' none of the other codes have come back. Does anyone have any ideas of what else I can try? Another thing I was going to try is I was going to use a test relay with a switch and turn it on to just see if the scanner recognizes that there is power there or not. Let me know if you need anymore info on the truck but I am stumped. If I can get it running like it should I would have a 4x4 properly running beater for a little over $500.

It keeps a constant 12v instead of grounding when turning the key on.

On the relay socket, pin 30 should always have power, that's direct from the battery. (via a fuse....) Pin 85 (I think) should have power when ignition is on, pin 86 should be the ground side of the circuit. If you are seeing voltage on that circuit with the relay unplugged, you have a short somewhere.

If you are testing across the terminals with the relay installed, yeah, it's gonna have power on both sides of the control circuit. Test with the relay completely removed.
Sounds like the way you have it set up, it is working in pretty much the same fashion it would under normal circumstances. Only difference being, I think the PCM will turn it off after a few seconds, if it doesn't see the engine turning.
