What ill be checking today on my Neon make sure belt hasn't jumped a tooth or two making the cam and crank sensor out of sync. Being a interference engine on a neon hope haven't bent any valves but then again haven't heard any noise like tapping knocking going on cranking engine could be a good sign tough to say. Maybe chain on your truck jump a tooth being it's a 1997 have a cam sensor? Out of sync with crank sensor could be causing no start from doing more research. Probably good DODGE does this keep you from having major engine damage out of sync cam/crank sensor telling you timing might be off?
This is the 2nd Gen Ram section.... Trucks. We don't have a clue about Neons.....

Yes the spark should be blue/white. Could be the coil but if you have the means test the coil before replacing it. Plenty of info on the web.
