I have the pan off, and I got maybe 5 qts or so to fall. The magnet and filter were pretty dirty (honestly not sure what qualifies as too dirty for a trans filter).
My thinking is it was low on fluid, and there isn't an issue with sensor. Its just doing its job correctly, maybe. But I checked trans fluid and it was full.

While the engine is hot and running you check it, correct?. I see differing opinions on how much fluid to fill it with when empty, I planned on checking it as I filled it but need some kind of baseline for how much to start with before turning it on

12 to 15 if it's completely empty. Dropping the pan, you should only need 4 to 6 quarts to fill it. Start with 4, take it from there.
Gotta check trans fluid level engine running, trans in NEUTRAL as well. Checking in park will give you an artificially high reading.
