We deal with a lot of Cummins here at the shop I work at, rain leaks through the cowl and can short the pcm

Also be aware it takes a few minutes for the modules to go to sleep. You have to clamp the door ajar switches shut so it doesn't think the doors are open

that last part of all of it when the fuse box in the engine compartment is on is just with a test light showing power across all the fuses even though the battery isn’t grounded.
You need to to do the draw test with the battery disconnected(one of the terminals). You put a multi meter in line with the terminal and the battery and it will tell you what the draw is. It is set to the milivolt scale so a test light is not going to cut it. Plenty of videos on youtube that show you how to do it.
