Exclamation No brake lights - HELP! (Steps taken included)

Hello all! I have recently gotten a 95 Ram 1500 2wd 5.9L, and I have no brake lights. Here are some of the symptoms:

1. No brake lights, but have parking lights.
2. Turn signals and hazards work.
3. Truck was wired for trailer brakes, and they were cut out.
4. Radio doesn't seem to have power even though the fuse is good
5. Cab light and power door locks don't work either.
6. Dash lights & AC/Blower lights also work.

I'm thinking it's a grounding issue, because I've done this maintenance to make sure:
1. Replaced Brake lights
2. Replaced Blinker fuses
3. Replaced Brake light switch
4. Fuse tested all fuses (interior)

There's a green wire off of the brake light switch that's been cut. I think it was the ground for the trailer brake. Are there some common areas to look to fix this? Where should I start? Is there an engine bay fuse I should be testing? Thanks!

If you don't have one yet, get the service manual for your truck from here.

Have a look at where the trailer lighting is spliced into the rear harness. Dodge didn't use very good connections there.... and they like to corrode, and stop working.

Check for power at fuse 20 (15A) in the inside panel and fuse 6 (40A) in the PDC.
