I'd do all that but also run a re-threading die over the threads and just delete the threads outboard of the hole as shown.
OP could just yank the shafts and take them to a machine shop and say "Make threads more gooder."
The next question becomes where the play is coming from as OP reports. If both wheel bearings are new have they really both already failed?

I once tried torquing to spec and after feeling like I was going to pull the whole vehicle off the lift I decided on gutentight with an air gun + ignorance-is-bliss. Sad perhaps, but true!

For those, I grab a 3/4" drive torque wrench (it's pretty long), put a screwdriver in one of the rotor vents to lock up the axle while using the torque wrench and torque the nut to spec. I hate comebacks and want to give the bearing its best chance at a long life.
