Default 1996 dodge 1500 need help

Hi there, I have a 1996 Dodge 1500, 5.2lt automatic, 46RE tranny, with 179,000 miles. The sun gear shredded inside the tranny. So, I ordered a rebuild kit for it, Sun gear not included but baught seperately. I did the re- build and since then have replaced ECU/PCM, the nuetral Safety switch, battery, spark plugs and wires, distributor plate, ignition cylinder, crankshaft position sensor, ext.... replacing each part due to a different problem at the time. Im out of answers. I can put the key in, turn it to the on position and hear the fuel pump, move it into the "start" position and nothing happens. the lights on the dash will light up, but no crank, no nothing. I start checking the fuses and discover a row of fuses has no power. The fuses are good, but the voltmeter isn't picking anything up. Also, I tested the starter outside the vehicle and it pops out and works just fine, then I put it back in the vehicle and all it does is spin, does not engage. HELP

check voltage at the wire to the solenoid from the starter relay. low voltage there will cause that.

If that checks out, and the starter is old.... just replace it.

If all this started after the transmission was out make sure the engine ground is good.
