Did your headlights start working again? If not, are you sure the bulbs are good?

After changing all the wiring back to the original 1999 wiring, all the lights and accessories work now. No issues with the truck at all, except it cranks and won't start. I did some electrical trouble shooting, and found power to the fuel relay, and I have power and ground to the IP. I have fuel to the IP, but none at the injectors. My fuel pressure gauge at the moment is pegging the needle on the fuel pressure gauge. 30 PSI. It normally runs 15 PSI, but I've noticed it doing this a few times in the past. Can excessive fuel pressure damage the IP? Sounds like the VP44 to me. Is there anything else that would cause the fuel to not be delivered to the injectors??

Fuel pressure should be around 49 psi....

Did you miss a connector somewhere? Cam and crank sensors are VERY easy to miss.

I've googled a good bit, and everything I'm reading is the pressure should be 14-20. As for the cam and crank sensors, I haven't done anything under the hood except check fuses and relays, and checked voltage at the pump. THANKS

14 to 20 is for TBI. Yours is not TBI, it's MPFI.... 49PSI.

I put the 2000 wiring back in and it started immediately, once I hit the UNLOCK on the key fob, but when I changed back to the original wiring, it's back to crank but no start again. Everything else works good. I called a friend at a large local Dodge dealer, and he said they don't have a DRB III tool to make any changes. He said with a 23 year old truck, they don't keep the tools for that. Any suggestions or ways around the anti theft activation??

Find an independent shop that has one? Buy one off EBay? See if there is some variety of emulator??

I found a guy that has a DRB III, and is from my area. He worked for a local dealership for many years, and he knows the donor truck I got the interior out of, and has done work on it. He said even with a DRB III, you can't go in and turn off the anti-theft system. He said it wasn't that simple. He said I'd have to send the PCM off, and have it flashed per the VIN, and specify that I want the anti theft removed. He knows no way to override it. He said he wasn't sure if the 1999 and 2000 were compatible.
