Default Speedometer Stuck at 120 MPH

I apologize if this has been covered - I did a quick search and a quick look at the sticky sections. If it has been covered, a link would be fantastic.

My 1998 Ram 1500 was recently stolen and recovered. The thieves destroyed the dash and took most of what was left, including the gauge cluster. I got a nice replacement on ebay. However, the speedometer needle is pegged all the way to 120 MPH . Is this an issue that will resolve itself once installed? Or is there a way to reset it? Or, was it damaged in shipment and I need to return it?

It should be sitting at zero. Return it.
