On a 95 the wire from the starter relay pin 85 is a black/white wire. Grounding it permanently near the PDC should suffice. The relay should energize the brown wire at the starter, easy to check with a voltmeter or test light (see above). if that doesn't happen backtrack to the PDC, make sure pin 86 gets power in the crank position, and you can jump the load terminals 30 and 87 with a short wire and see if the starter turns then.

 

i cut the wire to the 85 pin and grounded it and it cranks from the key now. Thank you
