Upon start up my truck revs up to 2500RPM then while driving it like to sputter and fall on its face and I’m not sure what’s going on I have a check engine light as well but my OBDII port is completely dead and won’t give power to any scanner I hook up

 

See if you actually HAVE power at the port... If not, find out why.

 

You didn't say what year truck is but generally speaking the power on pin 16 of the OBD2 port is completely separate from the communication buses and is simply a fused power source, typically in the inside fuse block.
