I'm really only familiar with my last Cummins in my 91 D250.
My recent ride is a 98.5 Cummins RWD 24 valve. It is intermittently stalling,surging,and hard starting. I'm looking into a lift pump problem but would appreciate any input. Thanks

 

Verify fuel pressure between the lift pump, and injection pump. Failing lift pump will give ya some odd problems, and can smoke the injection pump. (lack of lubrication..... not cheap.)

 

Installed a new lift pump and the readings work for me.
