All connectors should be plunged in BEFORE you even turn the key. When you turn the key to ignition on(no crank) does the check engine light come on? You should hear the fuel pump prime also. Without cranking the engine the asd relay will only stay on a short period and shut off.

I started with it plugged in i believe the ecm is burnt up from other shorts from a few connectors ive found and no check engine light the asd doesn't power unless i **** the plug on the ecm but it stays on and check engine light returns but still can't connect with scanner did find out the sensor ground wire is getting power from somewhere i clipped it and get 7 volts on the end not from ecm and when I plug in connector on ecm I get 12 volts from the end not on ecm if that makes sense I feel like there's a short i haven't found yet im unhooking plug under dash this morning to see if its in cab or outside its not on the engine harness done disconnected the plug on driver side by brake booster so its either inside or around battery

Are any of the terminals on the connector stretched out? You can look in the service manual and find what wires have power when the key is on and inspect them closer.

I had this issue not too long ago. I ended up replacing the PCM with a used unit and everything worked like it was supposed to. If you can find a good used PCM with the same part number as your original PCM, you can swap them to test if the PCM is indeed the issue. 1996 doesn't require the VIN to be encoded into the PCM.

Junk yards do have used PCMs available. Check out car-part.com. These are salvage yards from all across the country that place their inventory online.
