Truck won't idle with electrical load.
that means the problem lies in the system before the fuses, so at the switch or relay, depending on what youre looking at. did you try a new battery? or clean up and reattach the battery terminals?
Went out and started pulling more fuses today, pulled the power amp 10Afuse in the drivers side dash fuse panel and the problem cleared, however when I put the fuse back in the problem did not come back. Not sure if this reset something or if it was coincidental. My wiring diagrams in my Haynes manual are pretty generic, does anybody know what the fuse titled 'power amp' controls?

I troubleshoot down to a bad circuit card assembly ... replace it ... checks good. Just to make sure, I reinstall the "bad" card ... works fine. Re-seat.

anyway ... back to the truck
my truck did the same EXACT thing when my batter was going and/or it was wicked cold out.. i did two things.. replaced the battery AND the battery terminals.. i know autozone checked the battery,,but i also took my old stock mopar battery into them and had them check it and they said it was fine too.. but not even 2 days of having the old battery out .. i had it in the back of the truck b/c i was too lazy to get rid of it and i used it to jump another car and it wouldnt even crank over a 4 cylinder honda...
14.4V is the magic number.. if your hitting that when the motor is running then your ALT is perfectly fine!!! its normal for 12V system to run at 14.4V's

If the multimeter's battery is not dead, then 16.5 is high. Could be a bad battery cell as well.
I run 14.4 max. That's what most equipment is designed around as a max operating voltage in automotive applications.
