ok hooked the motor to a 12v power supply and it worked fine

but that was after taking the motor apart to look for a problem. so did I fix the problem?

I dont wanna try it in the truck and blow my last fuse

The motor is 12 volt but it has a few sets of windings, and some contacts that are used to "park" the wipers when you shut them off. You can have a short in any number of places. You need to find a schematic and use a tester to help pinpoint the problem.

Perhaps check the junk yard, or Ebay for a replacement motor?

Just as a point of posterity, the question about how much power does it use was actually a valid one. Yes, everything runs on 12V, but that's potential not power. Power is watts (P=IE), so in theory the motor could use up to 20A * 12V = 240 Watts. Although my guess is that it runs on half that most of the time. You could put an ammeter on it though and check it out =)
