is it just a flat material?

Kuz I have a liner material that we use for containment systems at work. Similar to an above ground pool liner but much thicker that could work if I could get it cut right. I'll grab a scrap piece before I leave work and see what I can come up with.

I used the same material behind the grill as a winter front for my rad

Definitely, IMO farther forward and wider would be good, with the curvature of the bumper I think you'd have to mold it to the bumper to look right.
