My 2008 Dakota SLT 4x4 Quad cab is having the same wiper issue. I bought the truck in August and apparently it has warranty until April (I think) 2013. Now that its rainy season I'm gonna have to take it in to get fixed. I noticed it a little bit a few weeks ago a few times while turning the wipers on in the morning just to get the dew off. I'd turn on the wipers but nothing would happen. Now that it's been raining a ton I've noticed what and when the problem occurs and it is exactly as explained as in the first post here. Just thought I would update this old post to include the 2008's. I'll update after it gets fixed.

I have this exact same problem with the exact same truck : 2007, Quad Cab, SLT, 4x4, v-8 and both my local dealerships responded the same as yours. The problem is intermittent ,seems to only occur when I least need it to and is downright dangerous. The dealerships have been unsuccessful in replicating the problem.When the issue occurs, I have come to find that if I place my wipers in the high position, they operate slowly or in intermittent mode. If I place them on slow, they operate in either intermittent or not at all. If I place them on high and apply a little extra rotational force on the switch and hold it, they will work on high. This leads me to believe that maybe the switch is bad.

It's been raining like crazy here so I've been driving with the wipers set at high, which is only going at normal speed, but I've noticed that it usually goes to high speed when I push the arm down to make a left turn. But it pretty much always performs at one speed lower than it should. Now I just have to make it to the dealership.

I had my truck at the dealer a couple times since my last post and they have never been able to replicate the problem. And it's been happening again lately. Yesterday on my way home from work it was raining a lot with bursts of torrential down pour and of course my wipers were acting up really bad. I even had to pull over once because it was so bad I could not see. While I was pulled over I took a video with my phone so I could show the dealer. I went to the dealership after this and booked an appointment for this Saturday. I wanted to show somebody then but all there mechanics had gone home for the day. And I am expecting warranty to cover this since I had it in for this problem before my warranty ran out but they couldn't fix it. So here's the video...

I will update after I get the truck back and hopefully share what causes this to help out anybody else who is having this issue.

So I had my truck at the dealer on the weekend and the wipers were still acting up so they could actually diagnose it. It ended up being the multi-function switch. They changed it out and so far so good... although it's been a freakin heat wave and no rain since so we'll see when it rains again.

Now I just have to get back down there because they put my steering wheel on crooked.
