Yes Sir, when operating the sprayer it certainly is good to have one so the compressor isn't running constantly, lol.

I did herculiner for the bed of my old truck ... good stuff. For the front bumper, you should have no problems. For the rear, you will want to sand and primer it first. On my truck bed, i only lightly scuffed the paint with a wire pad, and over 2 years you could lightly see the paint through the herculiner in a couple spots. Do some nice thick coats though, and dont skimp on the prep work.
Also, find some clear protectant to put on the herculiner. Over time, my bedliner faded pretty bad, but not evenly so it didnt look the greatest. I think herculiner sells a clear sealent for the bedliner.
