Make sure you're 100% sure it isn't a fuse because you're getting into an area which could see you putting in some hours. The cigarette lighter is on the same circuit as the power windows. Check if that is up and running or not and it may help narrow down your troubleshooting.

I tested the fuses for continuity with a DMM, the power outlet works fine.

I am fairly confident that its a relay. Just not sure why the relay would have grenaded.
