Probably has something to do with keeping the windows defrosted.

Wingman, I don't think this issue was engineered into the system, the action is too random and per the technicians notes doesn't seem to have an electronic control driving it. Since the issue is only when the blower is on the slowest two speeds and you hear the door seat when the blower is set to the next fastest speed. I think the flowing air (air pressure differential) maybe working on the blend door making it act like an air plane wing.

Thanks for all your replies; I really appreciate it!

Update,

The customer care group states this HVAC action is normal but is unable to explain why it is designed to act like this. Dodge then suggested while under warranty my dad take the truck to a 3rd party HVAC shop to see if they could correct the issue and then he could ask for reimbursment from Dodge.

The customer care personal left me a message stating he didn't think me speaking with him would do anything and has yet to return the last (3) phone messages I have left for him. I have tried to contact his supervisor but have been successfull blocked. Figuring I have struck out trying the normal path for product support at Dodge. I stopped by my local Dodge dealer and asked to speak to their rep. and within a day the rep contacted me.He stated it was reasonable to request a face to face meeting with my dad's district rep. and agreed to talk to the appropriate rep. but we haven't heard heard from Dodge in quite some time.

I am a product support rep. for a large corporation and am grossley dissapointed in how Chrysler handles their product support.
