if your talking about the black coating on the actual braking surface, its not supposed to stay, it's easier to just coat the whole rotor.

If there was only rusty spots on the braking surface it wouldn't matter since you can drive for 2 minutes and remove that just by using the brakes. Rich, the coating that is used is just a Zinc coating. if your looking for a coating that will last forever, you need to powder coat them. the zinc is for rust prevention.
Hot gasses in the dimples/slots will cause powdercoating to peel off too.
