I recently sold my Ranger, which was a 92 with first gen OBD I think. I em'd it and they used the sniffer, it barely passed. week later I did my 03 s10 and all they did was plug it in to check for readiness.

Just did the dakota last month within 15 miles of flashing the "TOW" tune on my superchips, bingo, it passed the readiness test too.

In PA it varies county to county, most the counties are only Safety Inspections. The county I live in requires a Safety and Emissions Inspections. The Emissions is just an OBD read to ensure no codes are present, a visual to ensure a cat (or something appearing as a cat) is installed, ensure a muffler is installed, and lastly a pressure check of the gas cap. That is for the gasoline vehicles. Diesels and Motorcycles are different...
