Finally, last night I used 4WD Low! Didn't need to, just wanted to try!

It really works the way the manual says!

My 2007 is the same way; goes into 4HI on the fly, but must be stopped and in neutral to fully engage 4LO. I believe this (i.e. must be in neutral and stopped to engage 4LO) is stated in the owners manual.
