Sometimes the inside gets corroded and stops making a good connection. Or, the positive pin on the bottom will break off. In that case, just replace it.

I was finally able to get a voltemeter to check. I went in through here and it didn't read anything.

Is that tape above it? It almost looks like someone replaced it before. If that is tape, take it off and see if one of the connections is bad. It's likely just twisted together. If it is, solder and heat shrink the joints and you won't have any problems.
If you measure across it and get nothing, assuming that you're measuring DC and not AC, then the problem is obviously upstream somewhere.
When you take the tape off, be careful not to let the wires cross. If they do, you'll likely blow a fuse. There's no need to add that to the list of things that could be wrong.

Is your ignition on? Or do you have the fuse placed for constant power? I know that may be a stupid question...

 

My ignition was on. It won't charge without power that I know of.

 

You can choose whether the dash power outlet 'stays on' at all times, or 'comes on with the ignition'. You simply have to shift the fuse in the fuse box to whichever way that you want the outlet to power up.

I didn't know I could do that lol. The one that works in the centre console works only with the ignition. So I would a some the same for the one on the dash.

 

That's weird, the one in my floor console is always hot. Maybe that can be set up both ways too with a fuse placement.
