Default Shackle bolt seized

2007 Dakota. Both bolts would budge after hitting it with dw 40( all I had), heated with butane torch then used 700lb impact. No go. Tried breaker bar with jack. Started to strip one. Any ideas would be helpful. Thanks?

Six point impact socket. The problem is, the bolt rusts to the steel sleeve in the bushing, and they become one. Since the sleeve is pretty much trapped between the mount ears, that means the sleeve won't spin. At all. Try alternating the direction you are trying to turn the bolt with the impact. Also might try some better chemicals. (pb blaster is my go-to for that....) Need to get it between the bolt, and sleeve though, which is going to be difficult, at best...... and likely simply impossible.

When all else fails, you break out the angle grinder and start cutting stuff
