They apparently have a faulty TIPM design where a relay built into the TIPM is reportedly being overloaded by the fuel pump, typically failing either in the on or off position. If on, the fuel pump keeps running antil it runs the battery dead. In the off position it just cranks. Before they completely fail they can go intermittent. So - the fix is either a redesigned TIPM or replacement with an old-design TIPM plus an external relay.
The external relay can handle the fuel pump, and the TIPM relay can handle the other relay. Thing is that if the relay in the TIPM is having intermittent problems (like mine which has cranked and cranked on a half dozen occasions), then adding the external relay might only fix it for a while.
Given the cost of the things and the fact that they probably have defective ones in every 2011, 2012, 2013, and some 2014 Durango's, they're going to have a real backlog on the things. I have to suspect they're trying to handle this without a recall so they aren't forced to spend the a thousand per vehicle. Suppose it's possible that only a portion of them had the issue, but I bet they all do. If they can avoid a recall, then they only have to worry about those failing under warranty.
Normal warranty periods aside, I think Chrysler has responsibility here that comes with being a sole-source on the TIPM part. Since there are no sources for used, rebuilt, etc. on this item, Chrysler is in violation of the laws requiring them to provide parts.
After having the TIPM replaced twice, and other unresolved issues I finally gave up. I had spent way too much time dealing with an issue on a car that I had less than two years. While the dealership did everything they could, they were unable to over come Chryslers inability to fix my 11 AWD Durango Citadel with the 5.7, add to that the waiting game, the marginal Chrysler Care or Care less Center I decided to take the hit and dump the car. I am over 50 and have had Jeep or Dodge cars my whole life. It is sad that they could loose a life long customer, and not really care after over 30 years. Hello GMC!
While I have had my 2011 Citadel just under two years (since Thanksgiving 2011), I am well out-of-warranty due to the 73k miles I have driven during the period. TIPM issues did not arise until Aug 2013 and +\- 70k Miles. Plus, while a PITA to start, my vehicle did operate until about a week before the replacement TIPM arrived.
