Most speed limiters are not based on what the engine can put out or the top speed of the vehicle...most (from the factory) are maxed at what the speed rating of the tires is.

This is what I recall.

The old Crown Vics I used to drive would hit the limiter at 129mph. Reason? The Eagle RS-A's they came with were rated up to 130mph.
