Do a search in this section for "Plasti Dip" a lot of guys have used this product to paint their wheels. It's a synthetic rubber, used FOREVER in liquid form to dip bare metal tool handles in for a rubberized grip. Recently released in a spray on form and car/truck guys are jumping on it!
Probably right between paint and bed liner in durability. Another plus is you need next to no prep and if you want to remove it, you can slit it with a sharp knife and peel it off. It's available in about half a dozen colors. Most hardware stores carry it in at least black for anywhere from $5.89 to $7.99 a can.
I haven't used it on wheels, but I painted all the gray plastic cladding and bumper pads on my Grand Cherokee with it. Came out nice and has proven to be very durable.
