Default Rust bubbles in paint.

So i noticed today I have two rust bubbles the size of quarters on the fender wells above the rear tires. I know this area is common but I dont understand. The inside of the wheel well looks like its brand new. Its still has a good coat of paint. It really pisses me off. I know my truck is 10 years old, but i dont see how this happened.

Oh great so now if I fix the rust it will just keep bubbling because its rusting on the inside. Wow. Thanks dodge.

sand it down and chemically stop the rust before you end up with holes or pitting in the metal.

I use Ospho or LPS-3. You can google them both.

If I sand it down a coat it how will it stop the other side from rusting causing the bubbles?

seems like its the same place always. ive seen 06/07 with it even

Its probably due to either a small etch/eating into the paint (even a pinhole) or even a small void in the paint that allows the moisture to sweat into. Like they said, itll get worse until its stopped.
