If the tow tune has no power improvements and only transmission enhancements, WHT does it require 91 octane when you can tow 8800lbs stock with earlier, crappy shifting with 89 octane fuel? Makes no sense to me. If it was jacking up the low end timing for more torque, I could understand that.
