help with codes

I'm getting the code P0203 injector #3 Ctrl Circ. Does this mean the wiring is shorted or broken? Or can it mean a bad injector? It seems to me this would indicate a wiring problem but I'm not sure? Please respond.

It could be either one, test the injector to see if it is bad.
