Default 2008 dodge ram 1500 ac condenser fan issue

Hey, I’m working on an 08 dodge ram 1500 5.7L and the ac condenser fan does not come on and so the ac system isn’t cooling. This truck has the small fuse box by the battery that doesn’t have any relays in it. Checked the fuses and checked the plug to the fan. The fan plug has constant 12v and a good ground at all times, even if they key is out and truck locked, which I found a bit weird. If that’s how it’s supposed to be, is there a thermal switch in the fan that is supposed to turn it on and off that’s broken? Trying to figure out how it works. Anything is appreciated.

Condensor fan is controlled by the TIPM. It supplies power, or not, and the fan motor is constantly grounded. If you see power there, but the fan doesn't run. Likely a bad fan.

is there anything that would explain why it was 12v all the time though. Even with the key out?

I guess maybe my meter or something wasn’t working quite right. Wired in an aftermarket fan right to the plug and it works as it should. On when ac on and off when ac off.
