Try doing it in neutral on a downhill and see if it still does the same thing?

May be a tranny issue. I've heard a term called "Torque Converter Shudder". Not sure what that is, but my '03 does that every now and then. Doesn't happen often enough to begin to track down. I have the impression it's after a harder-than-normal stop.

I second the neutral idea.

Park on the upside of a hill facing down. Put it in neutral, release brakes and see if it shudders. If it does, then it could very well be brakes.
