It isn't "on" or "off". Fluid passes through it all the time. It's one of possibly two smaller "radiators" in front of the main cooling radiator. The other is the power steering cooler. 39K is about right, unless you know it's already been done. I think mine had been done, 'cause when I drained it at 87K, the fluid was clean and didn't smell burnt.
