1st sensor going back from the manifold on the drivers side. High voltage is an indicator that there is a lack of oxygen, but it's probably just a bad sensor, given the age of the truck. Replace it and see if the CEL goes away...

Yep Bank 1 always means which ever side cyl number one is.
Sensor 1 is always between the motor and cat converter.

'03 trucks only have 2 sensors. You are looking for the pre-cat sensor at the 'Y' pipe. Change it yourself, it is cheap and easy to do. Make sure to use a little anti-sieze on the new sensor.

Default still O2 sensor issue

i thought that it was only 2 O2 sensors on this model. the pre- cat and aft- cat. i ad already changed the pre-cat, and the code was a P0420. after it was changed, that's when i got P0132. although it doesn't indicate it, should the aft-cat O2 sensor be changed as well? i tried pulling the battery cable to reset the computer so that when i turn the truck on it could re-cal for the new O2 sensor. anymore help and/or advice would be great.

P0420 is a cat efficiency problem.

P0132 is the front sensor.

Don't buy elcheapo sensors (not saying you did). Buy Dodge.

I would change the rear sensor and try it. The cat itself is really expensive.
