I think you could get a spray-in for the $200-$300 range. Maybe a little bit more. Having had plastic drop-ins, rubber mats, and the spray-in, the spray-in wins hands-down.

Remove the rails, get it sprayed, and put the rails back on.

A good spray on liner will cost well over $300. But there are a few DIY kits available. I think you could do that for under $100.

Not to be the advocate for saving money on here... but since they will sand down the paint in the bed anyway there is no rush if you decide to go with the spray in bed liner. Also the professionally sprayed liners work better then the DIY roll in's from Wally World or the parts store.

I say go with the spray in and in the mean time don't be afraid to use the bed as scratches will even make it easier on the poor bastard doing the sanding and prep work.

Is there no plastic liner out there or is there a problem with them?

I would have to say the same as the othrs and recommend getting a spray in liner. Just save up a couple more hundred than you were already going to spend and get a liner professionally sprayed in.

There are under-the rail style drop in plastic liners, but I'd go with the spray in as well. One problem with the plastic drop in liners is they scratch the bed from the vibrations, and trap moisture under them - causing the metal to rust. They are also much more slippery than the spray in liners. You can throw things in the bed and they stay put with a spray in. With a drop in, they slide around.
