Dude, that's not even a weld, they never set it hot enough, never had the surface of the material form a pool for a bead! That is just weld meterial from the mig wire acting like "tape" on the surface. The tensile strength of a good mig weld should be in the 70,000 lb/sq inch area, I'd bet you could just about pull that one apart by hand!
Hell yeah, I'd take it back and make them WELD it for real, that is not a weld! This is what I consider a crappy weld, but I was too lazy to take the tires off and had a hard time reaching properly, plus it didn't need to "seal" like an exhaust weld should. And it's 100x better than the one you paid for...

Please, please don't tell me you had that work done somewhere around Ft. Stewart. Vidalia through Reidsville to about Hinesville were my stomping grounds for about 15 years. I know no local shop in that area woulda done work like that!!!
