that would be kinda weird to have a tailgate lock with no bed cover. it would be like locking your doors with your windows open. or closing the driver door but leaving the passenger side open. or driving your car with the alarm armed

You're missing the point though, The tailgate lock is more for keeping your tailgate on your truck than it is for keeping people out of it. Could you imagine walking out to your truck and finding out that during the middle of the night someone stole the damn tailgate off your truck? Its happened to my friends 06 chevy in his appartments paarking lot and to my boss's 2001 F150 (if he had a locking tailgate he didn't use it) right in front of our office during the day.
