What i did so i wouldnt have to adjust and try to get it level was move the bumper all the way up and re-tighten the bolts. It make the front look a bit higher with the 2" level i got.

 

mines is way crooked too, but it was from someone who bumped into my bumper

 

The plastic cover has some adjustment in it too, if you need a little bit, you might be able to get it from there. There are 2 bolts on each side in the wheel well. I take these loose when ever I remove the headlights to be able to get to the 3rd screw easier.
