Trailer wiring problem

Rear 7 Way Plug Issues
2006 Dodge 2500, 4x4, Cummins powered, automatic trans.
Factory installed 7 way plug has three wires hot at all times, in 7 way plug,
Power wire, both left and right turn and brake light wires are remaining hot..
Cannot pull electric brake equipped trailer due to brakes locking.
All original, never spliced or probed.
All perfect.
Never been mudding and or driven in salt spray road.
Disconnected brake controller, controller is made specifically for this model.
What is causing this issue
