Has anybody had any problems with engine surging in low gear under hard acceleration.2008 ram 1500 short bed hemi automatic

Yes, in stock form it will do this. It is part of the torque management limiting power.
Next time, try flooring it, then back it back to about 3/4 throttle. Mine pulled harder that way. Then I got a Diablosport Predator tuner and it doesn't do that anymore at WOT
