The Truth - Cats or no Cats!
First let me start by saying, that I in no way am against removing the cats. If you want to and there isn't emission testing there... who cares. I have been running my Neon for almost a decade without a cat... it sounds bad *** and is faster.
However! On the rams, the overall dB level of the exhaust is going to be wayyyy too loud for most people. I think the Hemi without cats is very obnoxious. I put high flow cats and an X-pipe on mine last month. Let me just say, by removing the choked up Y-pipe and increasing the flow of the cats, it feels really light on its feet. I'm so used to giving a certain amount of throttle to get moving. Now I have to back off, because before I kow it I'm at almost 60MPH. And thats it if doesn't break loose off the line.
My opinion is to either keep the cats and add an x-pipe, or replace the cats with highflow cats and leave the Y-pipe... Unless you want to replace both of course.
